Section B – TWO questions ONLY to be attempted
Bluefin School (Bluefin) is a school for 12 to 17-year-old pupils. It currently has 1,000 pupils attending drawn from its local area. The school is run by an executive group comprising the head of school and two deputy head teachers. This group reports to a board of governors who are part-time and selected from the local community and parents. The school is wholly funded by the government.
The school’s ethos is ‘to promote learning, citizenship and self-confidence among the pupils. This is developed from a consensus, led by the board of governors and the head of school and informed by the views of the pupils’ parents.’
The school information systems are highly decentralised. Each department keeps its own records on a stand-alone PC using basic word processing and spreadsheet packages. The school’s administrative department has a small network in its own offices with compatible applications and also a database and financial recording and reporting package for use in schools (provided by the government).
The school is broken down into 11 academic departments such as mathematics, science and history. Each department head must prepare information for reporting to the board by inputting and processing the data. They obtain some help from an administrator who visits each department to spend a few hours per week helping in the recording and preparation of the departmental information. The department heads have different approaches to reporting their performance, with some using average marks in the annual exams for each class and some using pass rates of the annual exams. Some department heads present graphs of their data while most use tables of figures.
The information is passed from each department to the school administration office on a memory stick (USB flash drive). The school administration office prints out the information for each department and adds it to a financial report creating a governors’ pack of usually about 13 pages for the annual review board meeting. The financial report is a detailed income and expenditure statement for the period under review (usually a two page print-out from the reporting package). An example of one of the 11 departments’ report is given in the Appendix.
The board of governors meets every quarter and reviews the governors’ pack once a year. The board are concerned that the information that they are receiving is not meeting their needs and that there are a number of problems with the control and security of some of the data.
It has been suggested that the school should consider improving its information systems by installing a network across the school to link the departmental computers and the administration department. A single database would be created to store all the performance information. The computers would then be linked to the internet in order to facilitate data transfer to other schools in the region and to the government.

Biologists studying the pressure on the planet's dwindling biodiversity today report on a new reason for alarm. Although the rate of growth in the human population is decreasing, the number of individual households is exploding.
Even where populations have actually dwindled in some regions of New Zealand, for instance— the numbers of individual households has increased, because of divorce, career choice, smaller families and longer lifespan.
Jianguo Lin of Michigan State University and colleagues from Stanford University in California report in Nature, in a paper published online in advance, that a greater number of individual households, each containing on average fewer people, meant more pressure on natural resources.
Towns and cities began to sprawl (蔓生,蔓延) as new homes were built. Each household needed fuel to heat and light it; each household required its own plumbing, cooking and refrigeration.
"In larger households, the efficiency of resource consumption will be a lot higher, because more people share things," Dr Liu said. He and his colleagues looked at the population patterns of life in 141 countries, including 76 "hotspot' regions unusually rich in a variety of local wildlife. These hot spots included Australia, New Zealand, the US, Brazil, China, India, Kenya, and Italy. They found that between 1985 and 2000 in the "hotspot" parts of the globe, the annual 3.1% growth rate in the number of households was far higher than the population growth rate of 1.8%.
"Had the average household size remained at the 1985 level," the scientists report, "there would have been 155 million fewer households in hotspot countries in 2000.
Dr Liu's work grew from the alarming discovery that the giant pandas living in China's Wolong reserve are more at risk now than they were when the reserve was first established. The local population had grown, but the total number of homes had increased more swiftly, to make greater inroads into the bamboo forests.
Only around 1.75 million species on the planet have been named and described. Biologists estimate that there could be 7 million, or even 17 million, as yet to be identified. But human numbers have grown more than sixfold in the past 200 years, and humans and their livestock are now the greatest single consumer group on the planet. The world population will continue to soar, perhaps leveling off around 9 billion in the next century. Environmental campaigners have claimed that between a quarter and a half of all the species on earth could become extinct in the next century.

Quite useful, according to preliminary results released on Friday from a research project that is intended to find new ways of distinguishing good teachers from bad.
Teachers whose students described them as skillful at maintaining classroom order, at focusing their instruction and at helping their charges learn from their mistakes are often the same teachers whose students learn the most in the course of a year, as measured by gains on standardized test scores, according to a progress report on the research.
Financed by the Bill and Melinda Gates Foundation, the two-year project involves scores of social scientists and some 3,000 teachers and their students in districts such as New York and Pittsburgh.
Statisticians began the effort last year by ranking all the teachers using a statistical method known as value-added modeling, which calculates how much each teacher has helped students learn based on changes in test scores from year to year.
Thousands of students have filled out confidential questionnaires(秘密调查问卷)about the learning environment that their teachers create. After comparing the students ratings with teachers value-added scores, researchers have concluded that there is quite a bit of agreement.
Classrooms where a majority of students said they agreed with the statement, "Our class stays busy and doesnt waste time," tended to be led by teachers with high value-added scores, the report said.
The same was true for teachers whose students agreed with the statement, "In this class, we learn to correct our mistakes."
Few of the nations 15,000 public school districts systematically question students about their classroom experiences, in contrast to American colleges, many of which collect annual student evaluations to improve instruction, Dr Ferguson said.
Until recently, teacher evaluations were little more than a formality(形式)in most school systems, with the vast majority of instructors getting top ratings, often based on a principals superficial impressions.
But now some 20 states are overhauling their evaluation systems, and many policymakers have been asking the Gates Foundation for suggestions on what measures of teacher effectiveness to use, said Vicki L. Phillips, a director of education at the foundation.
One notable early finding, Ms Phillips said, is that teachers who incessantly(不停地)drill their students to prepare for standardised tests tend to have lower value-added learning gains than those who simply work their way methodically through the key concepts of literacy and mathematics.

Unfortunately sales results over the last year have failed to come up to our expectations. A number of factors have been responsible, but basically it is the result of too many companies chasing the microcomputer market which is no longer expanding as fast as it once was.
Looking at the past year in detail, it must be admitted that the sales have declined considerably over the period. Our market share in wholesales has dropped from 21% to only 10%. The lack of a good local distributor in Asia has meant that our sales of the Obec series have collapsed despite the huge jump in the microcomputer market there during the past year. Our dominance of that part of the market has been lost to Strong, but once we find a new distributor we should come back strongly.
Retail sales in general have been a problem. There has been a tendency for the big high street stores to concentrate on high volume turnover of a few fairly well-known makers. When they stopped promotion of the Obec 1500, sales slumped by 50%. We are negotiating a fresh marketing deal for the new Obec 1600. Once this is settled we expect a gradual rise in sales, which will be followed by a big TV advertising campaign at the appropriate time. What we are facing now is that we have not been able to push the Obec 1500 as much as we would have liked because of insufficient advertising.
Most of our advertising budget went on the promotion of the Obec Extra before last Christmas. Unfortunately we have failed consistently to find the proper marketing strategy for the Extra, which has not been sold to either the leisure or the business market.
The serious business market has performed worse than any other in the period under review. The main factor was the introduction of the new Legend 586 Plus, when sales reduced over a period of several months. With this background it is natural that sales of the Obec 1000 and 2000 have gone into a slide. They showed a slight upturn just after the introduction of the 586 Plus, only to crash again a few weeks later.
